Yeah, it's hard work to get noticed without press, especially when you have a day job, but if artists can do it then so can labels. There are plenty of PRs who'll work a release for less than a thousand pounds, too. And many offer introductory rates. It might be a laugh to just chuck out an album, but Radio 1 only really listen to pluggers and many publications such as The Guardian and NME don't even reply to non-PRs, both of whom costs thousands, a month, per release.
