Jay-Z plans "surprise" concert in Times Square, shares lyrics to 'Oceans' (which features Frank Ocean)

The Magna Carta Holy Grail roll-out continues.

The New York Post reports that Jay-Z is working to receive approval to perform atop the marquee of the Ed Sullivan Theater as part of a performance on the Late Show With David Letterman. He is allegedly close to obtaining the permits that would turn rush-hour Times Square into a “gigantic street party.”

While a similar plan in the summer of 2010 was squashed over concerns about crowd control and security, the Post‘s sources say it is more likely this time around. “It is close. There are a lot of logistical concerns,” one said, adding, “This would be a great event for New York City.” The 2010 concert was moved to the building’s roof, where permits were not required. Update: Rap Radar reports that Mayor Mike Bloomberg has given the okay for Jay-Z to perform on the marquee.

In addition, Jay continues to share the lyrics for his forthcoming album, posting the lyrics to the Frank Ocean-featuring ‘Oceans’. No alt-rock references this time, but the song’s construction is oddly-similar to Kanye’s ‘I Am God (feat. God)’. [via Atrilli]

Update: Also from Jay-Z’s app is this teaser video, which finds the rapper explaining ‘Oceans’ to Rick Rubin, Timbaland, Swizz Beatz, and Pharrell while a bit of the song plays in the background.
